There are two big parts, one a stadium to play games in and two, training and practice facilities.
I'm going to go on a limb and say the ship sailed long ago on minor football and basketball. The NFL and NBA made a choice to use colleges as their minor league 100 and 60 years ago.
In 2017, the cost of standing up an NFL or NBA development league would be prohibitive. A minor league would have to match what an FCS level program can provide a kid.
The novelty of "semi-pro football" in the spring would be entertaining. But as I said, the cost of the infrastructure to support it versus the amount of money people would be willing to pay to watch the product wouldn't add up.
