I think PSU is to high, but one year from now, on the money at 6th.

Penn State is getting back to its talent level of the older days and prior to the events that set their program back a decade or so. I think your ranking of PSU is one year to early. I could see 6 preseason next year, but not this year. That's a bit to high, but their recruiting is trending WAY up. Below is their class recruiting rankings since 2015. For 2018, they currently rank 1st with 17 four star players committed out of 23 total players. They will not finish first for the 2018 class, but it will be a top 10 class for sure, and maybe a top 5 class.

2015- 15th ranked recruiting class
2016- 21st ranked recruiting class
2017- 12th ranked recruiting class
2018- 1st in the nation right now, will finish around 5th to 7th likely, but definitely top 10.
