Yes, you are correct. My statement was more from the timeframe
where players may still be in the NFL (training camp) or just recently cut by a NFL team. Some players may assume that if things don't work out in the NFL, then they can just go play in the CFL. Some players may see the CFL as being inferior to the NFL, so they assume they will have an easier time making a CFL team and not know the CFL has limits on international players.
Now once their agents reach out to CFL teams about any interests in their clients, then the players will learn about the limits on international players and the higher taxes which may come as a shock to some players.
