The Coastal coaches might object to no longer having a FL team
in the division. If teams are going to swap divisions, then the simplest solution may be for VT to exchange places with BC and L'ville to swap places with Pitt.

The ACC will probably never be able to perfectly balance the divisions because things are too fluid. More specifically over half of the teams can switch groups (see below) in any given year which makes it more difficult for a conference to build its brand in a particular sport around a core group of schools.

I am comparing the ACC to how the Big Ten, Pac 12, and SEC built its brand in football around a core group of schools.
