Not sure it's a lack of transparency but just the way
things have been done for such a long time. It (the pre-selection process) became more noticeable In recent years due to the ability of the folks purchasing the tickets to actually see which seats are available and those that are not. Before the computer selection process began the ticket office assigned seats based on various factors, some of those being seniority/longevity as a ticket holder, level of Hokie Club membership (before the points priority system was in place), political pull, etc. Also, when the "manual" selection process was used for two or three reseatings, you really could not determine the pre-selected seats because you only had a view of the selected/unselected seats for a very short period of time.
Things are much different now. With basketball now being back in favor with reduced seating over the past few years, it has become an much more public and visual as to the allocation and selection of seats. Football has the same issues, but there are many more seats and the impact on the selections is not as great.
