I really don't think it's a nefarious scheme,

and contrary to what vthokieq wrote, I'm not paranoid. About the only complaint I have is the lack of transparency. Simple provision of facts prior to events like open seat selection preclude misconceptions.
Since I was aware of the 800-seats blocked for selection the last time, I was purposely looking at the pre-selection red dots. The only reason I knew about the 800-seats last time was because I asked Sandy Smith after the fact. Since then, I repeatedly have asked the HC about these reserved seats, and was assured repeatedly that it just wasn't true.
Also, since I have retired and live in Blacksburg, I go see the people at the HC and VTTO. I have found, repeatedly, that when you make inquiries, the HC refers you to the VTTO, and the VTTO refers you to the HC (on this issue, and others).
I just want transparency about the operation. Unfortunately, at least from my viewpoint, the new regime has changed me from a fan to a customer. They make all the rules, control all ends of the transactions, and being asked a few questions shouldn't be offensive.
I sent an email to Sandy Smith two weeks prior to selection to ask about seats being blocked/pre-selected/red dots, and got no response. But since I live here, and retired, and having nothing better to do, I'll just keep asking questions.
