I do think you may be right about Lew because I am not sure

anyone really knew how much money could be made from football.

However, during the 1980s there was the Supreme Court ruling in NCAA v. Oklahoma (1984) and the creation of the BCA. So there were signs that schools could make a lot of money from football even though they may not have been able to see the top of this mountain of money and still may not be able to see the top today. I do think Lew may have had a better understanding than most people at that time because of his wide experience:

Played at Iowa
HC/AD at South Carolina - Aiken (DII school)
AD at Penn
AD at Wichita State
AD at UMD

before becoming AD at UConn. I do think the decision to discontinue the football program due to mounting financial problems while at Wichita State greatly influenced him especially when he became AD at UConn. From what I gather he inherited a financial mess at UConn, but found a way to keep the football program instead of discontinuing it. The only reason an AD would do that is if he/she knows how valuable football can be to a school.
