I understand it may not be easy for MLL to do it.
However, I am not sure collegiate soccer is in a better position. I say that because if a college player wants to go pro, then most likely he/she will end up playing in MLS/NWSL. Right now the MLS season runs beginning of March - November I believe the NWSL runs March - middle of October. If collegiate soccer is going to become the dominant sport, then I believe the MLS and NWSL will need to adjust their schedule. Maybe even adopt the same schedule as in Europe. Does the MLS and/or NWSL have any desire to change its scheduling format?
Even though 7s is played here in the US, I believe rugby is traditional a late Summer/Fall/early Winter sport. At least that seems to be the case in Europe, Argentina, South Africa, Australia, New Zealand, Japan, and the various South Pacific islands. If MLS or MLL is not quick to fill the void, it could be an opportune time for rugby to get a foothold in the US market.
