Players can "make" it to the NFL from any school, which has exactly nothing to do with a recruits perception of his chances at the NFL and willingness to committ. A player ending up in the NFL has little to do with whether that guy was at the top of his schools target board to begin with. That has to do with player evaluation and player development. Recruiting is completely different.

The 2 receivers taken were both 3-star athletes. Most of the rest were defensive players. So what?

Tennessee doesn't live on 3-star players. They wouldn't even offer those guys.
