be rude and not polite. Not sure how anyone lives their whole life and never has interaction with these people. But that is not harassment, it is a rude person, the same as if someone flips you off in traffic that is not an assault, it is being rude. There is real assault and harassment and that should be reported and acted on so as to stop the person doing it.
