Because a 10 implies it is impossible for someone else to be hawter

Kinda parallel example:

I was judging the karate tournament at the Commonwealth Games this year. After the first few competitors, the pecking order had been established. One wasn't all that good, so gave him a low score, the rest were pretty good, so I gave them middling scores separated by 0.1 points. Then someone comes out and blows our doors off. He was amazing. I was all set to award him a 9.9, but hesitated. I can't imagine someone doing better, but it is possible. So I gave him a 9.8 instead. The other judges gave him a 9.9.

Then lo and behold, the next competitor actually is better. Luckily, I had some wiggle room in my score assignments, but the other judges didn't.

If you give someone a 10, that makes it impossible for anyone else, even someone you've never seen before and don't know exists, to be better.
