or report it to HR, or file charges, or really make a big deal out of it at all.

I didn't feel offended. Or violated. Or ashamed. Or any of the other things victims of harassment/assault tend to feel.

But there was still a weirdness/wrongness about it.

With some imagination, I can see how repulsive and terrifying it would be to a woman. If it came down to it, I could have said no and backed it up physically (I was kinda scrappy then, but I still outweighed her by 30-40# and was a pretty good martial artist).

While I didn't feel in control of the situation at all, I could have taken control if I had to. Women in a similar situation might not have that option.
