Actually, it is a Robot Chicken reference


They did a couple different skits referencing both shows. The 3 million is in reference to the skit where Lee Majors was "in charge" of her upgrades. In that skit Lee says he spent all the money (I think the budget was $3 million) on basically 1 upgrade (bionic boobies). Then there was another skit done where Lindsay got her "revenge" and towards the end she makes a reference to his "upgrades" cost less than hers.
