1) He genuinely had a change of heart and wants to stay at VT

2) He and/or his group couldn't navigate the process of changing schools before it was too late.

If 1) is true and I'm Buzz - he'd have to sit out the entire year and be committed to the team in the fall of 2018 before I let him anywhere near the rest of the team. If 2) is true, then won't he simply leave when he figures out how the process works?
