She's clearly in the wrong by trying to slap him, but he could just grab her arm to restrain her some more.

My wife works in a school with kids who have behavioral issues. They'll slap and scratch and whatever else. She's not allowed to just punch them in the face. She has to restrain them. If it's a bad situation, she'll ask for help in restraining them. They're always the one that starts it, but, for obvious reasons, she's not really supposed to attack them back.

I get that there are times when an officer can't simply restrain them, and attacking them may be necessary. But I don't think this was one of those times.
