IIRC the situations were a little different.
I am going by memory here. Generally "control" is somewhat discretionary at times with different referees. I also did think that Fox was essentially in control, but I think because he had the foot it was not considered complete. IIRC the ref called stalemate. Honestly, I didn't think the TD was completed yet, but did think that the ref called stalemate too soon. I think Fox was very close to freeing the ankle. The ref might have stopped it due to potential injury of the ankle as well. There have been many times where the wrestler in danger has an ankle like that and figures out a way to spin out of it.
Regarding the Bolen call, it was a TD...it was just a matter of whether the time had run out or not..there is not a rule stating control for X amount of seconds...it is instantaneous The commentators even felt the challenge was probably not going to win, but Robie thought it was close enough to time expiring to try.
