Ideally, the 9.9 levels the field a bit and was designed to


ensure that all the talent doesn't end up at one school. It's pretty clear it isn't fulfilling that purpose, as make blue chippers are going to PSU and OSU (x2) without a college scholarship. I think a well-funded RTC probably has other incentives to offer blue-chippers.

Since a comparatively few schools even offer wrestling, I think 9.9 is fine.
