They hired former governor Jim Martin to conduct an investigation. The result was only a few dozen students were involved.

In reality, Martin defined a “confirmed class” as one in which the listed instructor denied teaching the class. What instructors is going to admit that?? They shortened the list even more by culling students who had enough other hours to graduate or transferred before graduating. The result was, it looked like less than 50 students were involved.
