Lots of different reasons like others have said. Having a guy make weight is often a factor. Sometimes its also a subtle message to one guy that "yeah, you're the starter today, but he's close and could be starting next week unless you start to distinguish yourself." I also know that the coaches often introduce two guys if the starter has a slight injury - the type you'd love to rest if you can, but he can go if you really need that win. So if the team is cruising to a dual win and the coaches don't need the win from the mildly injured starter, the backup gets his day in the sun.
