If you read Wright Thompson's profile of Manziel on ESPN

that came out before his senior season, there were tons of red flags about him. Yet the Browns did what the Browns always do, and drafted him anyway.

Side note: I generally like Every Day Should Be Saturday, but their snarky, sarcastic response to Thompson's piece (https://www.everydayshouldbesaturday.com/2013/8/1/4575664/paul-manziel-is-the-worst-father-ever) doesn't exactly paint them in the best light now.
