Thought about it years ago, these days a tablet, android, or iOS device

May make more sense than a carputer. Windows computers take a while to boot up and android or iOS Apps might be more useful. Also everything is integrated from battery to gps, etc.

Just some quick thoughts. Search for carputer to see what folks are doing these days.
