You nailed it. The ACC made huge upgrades in coaching, across the board

ACC leadership has actually thought that football should almost be "on par" with basketball. One day they may actually value it more than BB.

Now hopefully we won't bring in any more small private schools with zero football fan following. We're already loaded with BB schools, and small private schools. Definitely don't need any more. To compare the private school makeup: The ACC has six (BC, ND, WF, Miami, Dook, & Syracuse), the Big-10 has one (NW). the SEC has one (Vandy). The Pac-12 has two (Stanford & USC-W). The Big-12 has a Baylor and ????.

Other than ND, Stanford & USC-W, there just aren't any private schools with any football fan support. I know Miami gets the universal "hookers & blow" fan following, but they don't buy tickets to games. :)
