Each program needs to have a reasonable budget and stick to it. Not everyone can, or should, spend money like the Texas A&Ms of the world. And A&M is proof that money doesn't always buy happiness. If you could spend your way to conference titles and postseason glory, they would have a lot more wins to their credit over the last few decades.

No one is irreplaceable at any job, anywhere. The sky will not fall if one football coach is replaced with another. The key is not to spend whatever it takes to retain a current employee. The key is to make quality hires and do a good job of evaluating up-and-coming talent in the coaching profession.
