Make sure you get a survey, wetlands study, water displacement study for
impervious surfaces, "stamped" engineered plans in triplicate...yada, yada, yada. Plan on spending a few grand before you get started and wait 3 months for approval.
Or do it yourself without a permit, and hope a code enforcement nazi doesn't jump you.
I'd go ahead and just get a lawyer now with either of those options.
You'll be crawling back to those "high" estimates in no time. Just the way the drew it up...
