If I understand the description correctly, this stair would be...
...INSIDE the garage, leading from the garage into the house. If that's the case, it would probably not require any of the stuff you mentioned. I'm sure if the OP called his local building inspections office, they would tell him he needs a building permit, but honestly....if he does a decent job, I doubt anyone would ever know it was unpermitted work. If he sells the house, no one is going to question whether it was done with a permit unless the workmanship is terrible.
OP - the trickiest part of building stairs is laying out/cutting the stringers (the "diagonal" boards that support the stair treads). You'll need to know some building code (allowable tread depth/riser height), understand some basic math (rise/run), and be able to use a framing square to mark the cuts on the lumber. If you have no carpentry experience, I suggest you do as Edgeman said and watch some YouTube videos. It's not rocket science, but there is some skill involved, which is part of the reason the contractor's price was significant. My first question would be - what is currently in place now? Is it just a set of steps, and you want to add a landing? If so, you could possibly salvage the steps, relocate them, and add a landing in between the steps and the door.
