The path is Settings --> Restrictions (Enable Restrictions) ....


set a passcode, then go to Allowed Website, and then Limit Adult Content, which will give you the option to disable certain websites.

Of course, then Adult Content is limited, but if you get pissed enough at popups you can live with entering a passcode every time you want to view NSFW.
