I am not suggesting that my suggestions would have "fixed" the problem. All I am suggesting is that if the NFL wants to change its game, then it should implement changes that are used at a lower level because these rule changes wouldn't be "foreign" to its audience. For example if the NFL announced today that teams have 3 down to make a first down instead of 4 downs because the NFL wants to increase scoring, then this rule change would be foreign to the American audience. However, it wouldn't be to Canadian audiences because Canadian football already has that rule.
