Sure... I’ll take a stab at it
First, the rules addressed a non existent problem that had a minuscule chance of happening in the future.
Second, the biggest problem is that these companies are treated as public utilities and given monopoly status. Adding another layer of corporate cronyism instead of removing that status and allowing the free market to work is compounding that mistake.
