that is, making the regulations, or lack there of, suit "commercial or political concerns of special interest groups". Net neutrality is in the public interest. Look who is lobbying for which side.
How does net neutrality hurt a startup? By disallowing their ability to differentiate with a specific feature? If so, that's tiny compared to the ability to connect to the WWW in the first place. It generally isn't feasible to build your own infrastructure to provide special content anyways. That might have been true in the days of AOL, Prodigy, and Compuserve; but of course that was all enabled by the ability to work on a neutral phone line...
