Actually, it means UVA just has to have access to the ability


to play for the commonwealth cup... even if they might not ever win it again. Without neutrality, a fictional ruler could deem that UVA wasn't worthy of the cup and not let them even play the game.

(like Comcast deciding they didnt want netflix to stream through their ISP, so you dont have that option anymore... just a simplistic example of the perception of what could happen)
