It would give schools the freedom to do what they want to with OOC games.
If they schedule difficult out of conference games, they aren't penalized if they lose one. If they schedule easy out of conference games, they don't get credit if they win them. But all of the teams should want to provide entertaining games for their stadium fans and television. We would see different philosophies around this. But the conference championship should be what gets access to the playoff. The rest of the bowls should be tied into conference deals as well. Most of them are except for the NY6.
However, nationally there should be a requirement that at least 9 games are against P5 opponents, and they might want to make that 10 since some of the conferences have 9 conference games. That should be more uniform.
