how they stratify certain content. If the way the ISP uses fast lanes violates the law, you can take them to court. Or, if what they're doing is legal, you choose another provider that doesn't downgrade the content that interests you.

"Net neutrality" as a concept has been around since 2005, although it's a bit of misnomer. the gatekeepers have always had the power to favor or block content. What is at hand is the governments tool kit to ensure an open internet.
