I was not an Obama fan- but his era rules put a cap on what the ISP could do. I believe if this not overturned or modified we are looking at the old Cable TV model- and will need some drastic improvements to satellite internet to provide competition - Hopefully the market takes care of it- if not the old guard found a way to purchase / charge tolls for what was previously free travel
