Driver turning right has right-of-way to right-most lane ONLY....


Driver turning right onto a four-lane divided highway does NOT have right-of-way to turn right into the left-most lane. That lane can be accessed only via legal lane change after turning into the right-most lane.

Now, if there's another driver turning left from the other side onto same direction of four-lane divided highway, and they and the right-turning driver collide in the left-most lane, then it would legally be the fault of both. As far as I understand it, but IANAL.
