Yes, there is Upstate NY, and then there is "Upstate NY"

To someone in NYC, everything a few minutes outside of the city is Upstate. But the Plattsburgh area is true Upstate NY. I would say I'm from "Central NY" to any other New Yorker, but if I say Central NY to someone from outside of NY, they tend to think of the area near Central Park in NYC.
