Very regional, the Pac 12 schools are well balanced, and just don't want to go crazy in the investment and priority. The world is not turned over, if the institution loses a football game.

Big 12 is more recruiting base. They are getting squeezed with the big 10 and SEC and Pac 12. However, with the Texas market, they can sustain, but key can the area by itself feed national programs of 12 teams (Texas, Baylor, texas tech,tcu, ok, ok state, Kansas, Kansas state, iowa state (WV doesn't really count- they recruit east)

ACC is the ACC, they get their unique brand. Wonderful national academic public and private institutions, second to none in the country. They cover the east coast and their programs can recruit versus big 10 in northeast, among themselves in the mid atlantic (unc, state, wake, duke uva and VT) and florida and south Carolina (Clemson, GT, FSU and Ga Tech) and Louisville getting their players.. They are like the Pac 12 but really have more commitment for balanced competitive athletic programs. It all works ok
