I won't say it won't happen. And I won't say Hooker doesn't become QB next

I think from a team and QB standpoint, they both are unlikely. Do you want to start over with a new QB for the third straight year? Josh Jackson has two years experience under his belt and one year starting. He's worked with all these young WR's who should be better next year as well. So for a younger QB to become the starter they are going to have to overcome Jackson's experience, maturity and leadership.

Playing football is a learning curve just like most things in life. Like your first day on the job, or first day at school. After a few years you know it like a rock star, not so much the first year. So Jackson should improve, the game should slow down, he should get a better feel for the system, he should get better at reading defenses, he should become more of a leader, he should become better.

BUT I guarantee you Coach Fuente is going to open up the competition every year and Jackson will have to earn it and if any of these younger guys are good enough to overcome all that, then they will start!
