Because this is a test vehicle...


They're using an existing Bolt, sans controls, for their autonomous test vehicle.

I'm sure that a production autonomous vehicle would look very different on the inside. If there are no controls to take over in an emergency, then why would they even design it like vehicles are currently designed? You make some good points.
