If by “drafty” you mean you feel cold air blowing through them,


then by all means that needs fixing. If caulk/sealant fixes it then that is the cheapest first step. If the sashes are so old and loose that air is blowing through then you should replace the windows. Look for other air leaks and improving insulation too.
