A lower ranked team can be favored over a higher ranked team


... because rankings are based on a projection of total points at the NCAA tournament, and 2 to 4 (or 5-6 in Penn State's case) starters who are projected to go deep into the latest rounds of the Tournament dramatically raise a teams score. Those quarterfinal, semifinal and finals matches rack up the team scores. In contrast, an extremely solid team with 7-8 starters individually ranked between 9 - 20 (just for example) would make for one hell of a tough dual opponent, while that same team might not make the top 10 at the Tournament because they may not have any wrestlers making the quarters, semis and finals.

That said, you are right to think that NC State is the bigger threat. They have it all going this year while VT is having what was expected to be a rebuilding year with a lot of new, young starters. And BTW, it says a lot about the strength of the Hokie program that they are top 10 in a rebuilding year.
