the question is how could Smith's wife claim that OSU's duty to report was intended to benefit the spouses of employees who break the rules. What is her argument?
The conversation looks something like this:
Smith's wife: I suffered damages because OSU didn't report my husband's abuse.
OSU attorney: That law was not intended to protect spouses of employees. Your remedy is to call the police.
