I think Conf affiliation would be a big factor in a possible move with

CUSA being the only option for them to make that decision. That is, with an agreement in place before moving up. And I don't think it is an impossibility. JMU makes some sense to CUSa other than the obvious fact that JMU is not an established FBS team already.

CuSa could easily decide to go to 16 teams with JMU in the East division.

Seems I remember some talk of JMU wanting to move up some years ago.
