Until somebody starts calling attention to the problem, the refs will ignore it. In this day where rules change every year for enhanced player safety, when are the powers that be start looking below the head for problems? More careers have been ended by knee problems than head problems. I say make the penalty for illegal cut blocks the same as targeting. After all, isn't that what GTs lineman are doing? Targeting knees?
