Other than an occasional JMU, Appy State, W&M run, the power teams below 1AA are far north. There has been a team from North of Youngstown OH in the 1AA championship 13 of the last 15 years.

For the last 20 years MN, Northern Ohio and WI have had about 95% of the Div 3 championship contenders.

Div 2 has not though, their championship participants have been more geographically dispersed.
