Water, power, etc.Most of the population lives in a desert and the water is imported from the other states while the water in their mountains runs off into the ocean every year because they haven't built reservoirs to capture it despite massive population growth.

It's out-sized influence creates massive questionable regulatory requirements on businesses. If a company wants to sell products there they have to meet all sorts of absurd requirements for labeling and product content that cost a fortune. Since most companies supply chains can't focus products on CA those requirements end up applied to all products sold nationwide, driving up the cost to all consumers.
