Playing time is main reason but that is a zero sum game
Josh Jackson, for example, picks up some playing time he likely wouldn’t have had with his transfer. But he is taking it away from a QB at his destination school. You aren’t helping “players” one bit with that.
Reminds me of people complaining about NBA age restriction and rookie salary caps. If you lift that, you take from a veteran. A “player” will suffer.
The merits of these rules are debatable. But I don’t think people often think this out all the way through.
