Many folks feel, VT cannot recruit 4-5 star players, and if they have a strength and conditioning program, ANY PLAYER can be transformed into a 4-5 star player.

Might be 30-40 years ago, but not now.

First all players are going thru rigor Strength and conditioning, there is no difference.
second, pro teams aren't taking as many risks as before, therefore they want a SURE thing.

This is why recruiting is so critical now.
