Coaches are risk averse and who is the "best play" isn't always objective.
Usually play B passing player A on the depth chart isn't an instantaneous thing. Floyd is literally the only senior starter on the team. He is well liked by his teammates and is one of the few leaders that we have. Demoting him to backup isn't something the coaches were going to do lightly. My guess is that Floyd was going to lose PT regardless of what happened with targeting. Now that it has happened it is going to force their hand. The coaches have several options for how to handle it in the first half. If it goes well I suspect we will see less and less of Floyd as the year goes on. If it doesn't than the defense is going to be severely limited all year.
