for soccer games or races (side-by-side coverage). If the NCAA wants to "speed" up the game, then adopt the same clock rules as the NFL. As far as replay is concern, the NCAA could experiment with adopting similar rules as rugby where the Television Match Official (TMO) is in direct communication with the head referee on the field instead of requiring the head referee to walk over to the sidelines to communicate with the TMO.

Heck the head referee could even use the stadium jumbo tron to review the play on the field while talking to the TMO instead of being required to go to the sideline and look under the hood. Based on all the rugby matches I have watched over the years, I can't think of too many matches where the TMO didn't get involved at least 1 time. Even though the review in rugby takes about the same amount of time as it does in football, it never seemed like the flow of the match was every disrupted. Rugby matches are 20 minutes longer and there are probably more stoppages (injuries, waiting for the tee, video reviews, etc.) than in football, but it seems like a rugby match is completed sooner.
