Should just partner with the NFL...


...to make College Football the NFL's developmental league. All FBS players get an equal stipend (scholarship or non-scholarship), paid for from existing college ball revenue streams that the conferences/schools all contribute to and what the NFL chips in. Then, the players are free to develop their own supplemental revenue streams, but on their own. Still prohibit them from hiring agents (that gets reserved for players leaving for the NFL), but do allow them to hire PR-type support that can help them out for whatever fee is agreed to. The more prominent players will obviously rake it in, a walk-on on the practice squad for Akron will get his stipend because he's still playing the part of tackling dummy for someone that will get an NFL contract one day.

Viola - not equal but equitable for all involved. The players get paid for an equitable value to the system.
